As long as you're willing and able to adapt to the local normal (e.g., everything takes 5x longer and 10x more paperwork) and can take it in stride without resentment or complaining, you can enjoy yourself as an ex-pat.

If you're constantly irritated by it, you'd be better off visiting for short periods instead.
