I wouldn't be at all surprised if this sort of body exists (though I would be surprised if this was ever officially acknowledged).
However, even without such a team, the stock market does seem to be rigged to the upside due to the gradual increase of people's average standard of living, plus the gradual increase in population.
What worries me is what happens if we suddenly see global population collapse. There have been some projections that show our global population peaking in the coming decades and then declining to around 1 billion (I can't recall the time scale for that, but perhaps a century out?).
If humanity stabilizes at 1 billion, that would be an overall positive long term from a sustainability perspective (this assumes there's no significant migration off-planet). However, going from gradual increase to decrease for decades or more would likely have a dramatic negative impact on risk assets.
I'd be curious to hear your thoughts on this.
