If you truly believe that, you need to wake up.

When your enemy hides and attacks from within, under, and next to civilians, your options are to just take the blows without responding (yeah, right, not gonna happen here) or attack them wherever and whenever you can find them, and let the responsibility for civilian casualties lie where it belongs, with that war-criminal enemy.
