It's hard for me to fathom why anyone would say or even imply that Israel (or any other nation beset by terrorists) should avoid doing something or other to avoid giving said terrorists a cause to attack.

Seriously?! Do you think those terrorists lack all the motivation they need to attack? The only reasons they won't attack are because they lack the opportunity or means, or they're afraid of the response.

This means that any (legal) means available to attack terror organizations should be taken. The result will be degrading the terrorists' means to carry out attacks, and convincing them that further terror attacks will result in worse responses.
