That's a great point. However, if you have enough to live there comfortably, it's hard to beat the cultural, entertainment, and leisure activities there. I suspect hospitals are also top notch, as is the infrastructure you mentioned.

The bottom line is, as you alluded to, you shouldn't start and end your search for your best place to live based on such a list. At most, it could be a decent starting point, but even that isn't guaranteed.
