The emerging Israeli strategy (which I don't think is ideal but may be a lesser evil than continuing the current massed fire within densely populated areas) is to create a buffer zone inside the Gaza Strip, where large IDF forces will stay for the long haul (certainly months, perhaps years), killing any Palestinians who try to approach.
From that buffer zone, special forces, supported as needed by regular infantry, tanks, air force, and naval forces, will carry out repeated surgical strikes into Gaza to capture or kill terrorists, save hostages, and recover hostages' bodies.
Meanwhile, massive international aid will be allowed in after being thoroughly screened to prevent weapons smuggling.
