There are two reasons Netanyahu hasn't been removed from office, yet. First, nobody wants to go through the turmoil of elections in the middle of a war. Second, with a majority in the Knesset, there's no legal framework for removing him until and unless he's convicted of a felony.
Regarding the other, more important matter, I believe Israel is on the verge of changing its strategy from high intensity attacks to pulling the IDF back near the border but continuing multiple daily surgical strikes using special forces with any and all the support they need.
This should dramatically reduce civilian casualties, allow much more aid in, and reduce IDF losses.
That phase will likely continue for many months because Hamas is nowhere near crumbling.
