Ummm, the Golan Heights are not governed by the Palestinians. They're governed by Israel, who annexed the territory decades ago. Further, I don't know where you got the notion that Syria doesn't want the Golan Heights back. They most assuredly do, though they lack the capacity to take them back. This is in large measure why there is still a state of war between Israel and Syria.
